That thingie has always puzzled me, too. My interpretation is that it is 
a drain hole (leave it to the Brits to assume that oil would need to be 
drained from the bell housing!), and that the cotter pin is there to keep 
it from getting clogged (by rattling around with engine vibration,etc). I 
have seen similar anti-clog gizmos on other machines, although somewhat 
more elegantly contrived. But I also await the wisdom of the list 
"masters"...
