You are living up to your sig. line, I'm afraid!
HS4s do, indeed, have overflow tubes. If the float bowls flood (which they
might at your prescribed 3 to 4 psi; it's best not to exceed 3psi) the fuel
is supposed to leave the bowls via the two overflow outlet pipes in the top
of the bowl. (HS2s did not have an actual outlet pipe, rather, a small hole
behind a metal shield where the inlet pipe fits) but HS4s most definitely
have an actual overflow fitting.
