Bill-
        If you are getting into the painting business, grab all your WD-40 cans
and hide them.  The stuff is great for what it is intended.  The
downside is that once you get it on exposed metal you cannot remove it
all.  What you will end up w/ is "fisheye", or an area where the paint
will not stick well.  Once you see it, you will always remember it.  If
that weren't bad enough, you don't know it has happened until you are
shooting the car.
        If you are talking about "flash" rust,the orange tinge bare metal gets
in just a few minutes, any good surface prep like Prepsol, or
equivalent, will take care of it.  The best route is to keep the car in
a low humidity area and prime it as soon as you can.  
        I am a fan of PPG products but YMMV.  Clean the surface very well and
hit it w/ the DP line of epoxy primers.  Then you will have literally
months to do whatever else you need to do.
