Assuming the other frame is destroyed and you stamp the destroyed one's 
VIN number into the new one, who's gonna know?  Of course you'd have to 
get rid of the smashed car, and if someone got ahold of the frame number 
and tried to get a title for it, the conflicting numbers would come up in 
the DMV records and then you'd be in a bit of trouble. . .
