I don't know about other states, but here in Utah cars older than 1968 are
exepmt from testing (and modification). Technically if a 72 engine is
installed in a 68 than you are correct that the emissions must meet 72
limits. In reality a lot of testing stations don't have a clue. If it looks
right then it is right.
Regarding the maximum cost, I'm not sure that works as well as it should. I'v
been bit by paying the maximum, but in some cases because of the "tampering"
(hot cam) I could not register the vechicle at all.
Rebuild emission parts are avaialable but again for rare (and older) LBC it
might present a significant problem.
