Certainly agree with Bob.I would think that the stator harness (inside the =
stator tube which is inside the steering shaft which is inside the steering=
column) is damaged.=C2=A0The stator harness can be changed without actuall=
y removing the stator tube, easier on your car with the adjustable steering=
wheel,=C2=A0 but it takes careful work and some degree of patience.=C2=A0

The horn button grounds the circuit IIRC (the lead is hot). Check
the connectors out of the steering box, but if it's not that then,
yeah, you have something exposed to ground somewhere.
