No Bob it is an electrical solution.
All the little wire does is provide a solid electrical path between the
float arm and the body which is part of the circuit to the gauge.
It turns out that the "jiggling" of the needle is caused by the circuit
making and breaking at the arm pivot probably because of a build up of fuel
"varnish" on the bearing surfaces.
I intend to do a blog post with a video...
When I can find the time.
