I do not understand all the fuss about this.
A fan belt should sit properly if the outer surface sits flush with the
outer rim of the pulley. If that is not the case it is either to thin
(disappearing inside the groove) or to wide (sitting proud of the outer
rim of the pulley).
As for length, if to tight simply get the next size up, if to loose get
one one size down, they cost next to nothing. There are so many slightly
different sizes in (rebuild) dynamo/alternator or water pump pulleys
that you generally cannot go by the book.
A ribbed belt will last longer, but if you prefer the old fashioned
solid belts, they can still be had with some trouble.
