Thanks to all. I have mixed up my BJ8's and 7's. My seat it appears is
performing exactly as it should!

You are in fact misguided. The BJ7 seat back does not fold flat, it
only comes forward a bit so that you can stow the top. The flat
platform was intorduced with the BJ8.
