I had the exact same experience when rebuilding my gearbox on my 61BN7. I
found evidence of a pad in the recesses of the bell housing and I had read
about it on this list and other places but while dry fitting my gear box I
was shifting the gears to see if everything moved smoothly and ended up
locking up the gears in first. Several of the small balls in one of the
gear hubs had come out. I discovered that without the pad to stop the
movement of the rod the selector moved the gear too far and allowed the
detend balls to come out of place. Fixed it with a pad of hard rubber. The
gear box is still waiting to be installed but shifting it on the bench shows
no problems with locking up.
