In Ontario the only time that a car has to have a safety inspection (MOT)
is when the ownership is transferred.
In the 70's and 80' this rule resulted in many many tags being moved from
one car to another.
Typically someone with a "clapped out" usually very rotten car (Healey)
would purchase, in "unfit" condition, a car of the same sort (Healey) but
in better condition.
Then to avoid having to have a safety inspection and incidentally sales
tax, they (the perp) would merely move the tags from their former car and
install them on the replacement.
Problem solved and no safety inspection required.
Bonus ... you had a source for parts to keep the replacement on the road.
Unfortunately, as a dealer, our inventories were subject to frequent audit
so this was not an option.
