Removal of the VIN plate is a fourth degree felony in New Mexico. Still most
restorers remove it to paint under it. You can get a title by having a VIN
search done in the NICS database of stolen vehicles and posting a surety bond
for the value of the car. When I did mine the VIN returned a positive match to
a stolen Winnebago in Florida. I didn't have much trouble convincing MVD that
my car wasn't a Winnebago.

That may work in your state, but in Oregon, without a title you cannot title
the car, you cannot register the car, and you cannot get license plates.

I would agree with you Bob that it is borderline legal and very likely illegal
in many States and most Provinces in Canada.
