If he is coming to the western US the best places to buy a car is Oregon or
Nevada. Low registration costs, minimal hassles. Once the car is registered
and insured you can take it anywhere of course, except when you go into
mexico you need mexican insurance, available at any border town.

There are no borders (well, each state has a border, but there are no

or checkpoints from state to state) that would make any difference, once

car is registered. I can drive from my home in Ohio to any other state

country (Canada or Mexico). Remember, the United States is really huge.

live in NW Ohio, pretty much at the top of the country and my brother

in northern Florida. It is about 1000 miles to his house and takes me

18 hours to drive there. I stop twice for gas in that distance.
