I can remember well, driving into a waving yellow flag area and slowing way
way down so that I could stop or move the car wherever and then going on
about my business.  BUT, viewed from the flagger area, it's  a cry of "why
doesn't that fool slow down".

The again, there are those that believe in the attitude of "left arm up and
right foot down" when encountering a yellow flag.
