I thought it could be removed entirely, as it is missing on many cars. Maybe
it was stuck mostly closed?

The 'later' cars have a fuel return system to help prevent vapor lock.
There's a thermostatic flow limiter that should be mounted on the rear
carb, between the fuel feed and the return line. Sounds like your limiter
was stuck open or missing entirely.
