start simple. Pull all the spark plugs, shoot a bit of oil into each
cylinder, change oil to a high-detergent type and crank over with the plugs
out. Confirm that there is oil pressure. You can make an oil pump drive and
spin it up with a drill if you wish. If you have oil pressure and the motor
is spinning well, replace the plugs and run it for a short while. A
compression test will tell you if there is a blown head gasket. Find a better
marine
mechanic or commit to doing your own work.
