Starved for Fuel

Hey List your help is needed....

I have a problem with our 69 1600. While out driving yesterday I was on the
highway I could not get the car to go over 60mph it was as if I was out of
gas.  When I got off the highway she ran fine again.  Sounds like fuel pump
problem any suggestions.  Ran fuel pump capacity test came no where near 800cc
out at 700rpms.  (oil level in carbs was fine)
