I don't know what your friend was doing wrong (if anything), but in general adding shims to the upper a-arm mounts will move the camber in the negative direction. Just remember, those arms have quite a bit of trail in them because of the angle at which they mount (see http://home.netcom.com/~andr/brake1.jpg), so if he was only adding shims on the front bolt, it would reduce the caster and maybe make the camber go slightly positive.
