How about an old bendix gear welded to a bracket that could bolt up to the
starter mount holes? It would mesh with the ring gear and stop the engine
from turning. I know it means pulling the starter at least part way, but the
'flying wrench' technique kinda scares me.
If somebody does come up with the ICBM idea, give me a call. Sounds like it
would be fun to watch from a distance :)

risk. Ever since this thread started, I've been waiting for your dad to
chime in with his new design for the "Universal Dampener Puller". Something
involving a surplus ICBM booster rocket and several rolls of duct tape

I broke the front cover that way. I was using a steel cushion like you
described. It was just too much stress for the aluminum. I suggest a gear
puller.
