Rear inner fender woes

Spent a lot of valuable time under my car this weekend (bending new brake
lines) and notice that the rear inner fenders were really ate up.  This was
really surprising as the majority of the body, excluding the floor pans, is
really good.  This car has presumably spent the majortiy of it's 48K (yes
original) in the midwest.  I didn't take time to look before as the body
looks pretty straight.

What if anything, short of fabricating new, can be done.  I was considering
blasting and then covering with marine grade fiberglass and resin.  Is this
a viable option or are there others available.  I'm not building a show car
but at the same time do not want the outer fender to rot from the inside out
after it's been painted.  If it's worth doing it's worth doing right?!?

I don't have the big bucks to spend to totally redo so even a 10 or 15 year
solution would be acceptable.
