This head was made from 6/11/64 to 2/26/69 so is incorrect for your 18V672 
('73 & '74, export, twin HIF4, non-overdrive) engine.

Sounds like a good price to me, and yes the SS valves are worth the money.  
A used, not rebuilt, head will bring $150 - $200 in this (NC) area.

No it's not safe to assume unless inserts have been installed
