A 3 hp air compressor should be plenty for painting. most paint is put on at
low pressure and uses very few cf/m. However if you plan to sandblast or run
power tools like grinders or sanders I would recomend a 5 hp min.
The filter on the wall of your garage is probably a moisture trap and
possibly an oil trap. Compressed air tends to have lots of moisture and oil
from the compessor in it. You need to filter it out before it gets to your
spray gun. I use a cheap in line filter at my gun along with the seperator
at the compressor. Use a new in line filter every time you paint and you
should have professional results ( after a little practice.)
