I don't know what carb is used on the 74, and whether the motor's running or
not when you check it.
If running, then it should be spraying gas from the booster venturi nozzles
(vacuum opening the power valve, causing fuel to flow from the mains) and
accelerator pump outlets when you flip the throttle, and only the pump
outlets when not running.
If it's coming out the main air bleed, then something's gummed up inside. If
it's sat for a long time with fuel in it, shellac buildup is the likely
cause. Dismantling it and soaking the parts in carb cleaner will cure it.
Too high a float setting can also cause the problem with some designs.
