The "some folks" referreed to includes, minus one, the entire membership of
the SEB and the PAC.
What those worthies did not see is that their manipulations worked
in a negative manner on the entire Prepared Category, minus C Prepared
which has a strong lobby.
Make that a "VERY STRONG" lobby.
