Not quite true.  Street Mod allows all Street Prepared modifications.  Then 
adds the modifications in Section 18.1 - thus the section header, "Allowed 
Modifications".

So, if you're serious about prepping a car for Street Mod, you need to read 
and understand the Street Prepared rules first, then add to it the mods 
allowed in 18.1.
