Thanks, I've always wondered about that place.
I got a similar answer from the SF Port Authority about the Pier 94 area.
He told the voice on the phone (me) that I didn't have enough "political
pull" to gain use of the site.
SF PD used to use Candlestick for training but now use Pier 94.
Speaking of a coarse surface! Wow.
