As I read it, yes, you do. However, what that really means is you cannot be
GCR-illegal. There is a number of things you are permitted but don't have to
do. By the same token, if the Solo book permits something the GCR does not,
you can't do it if you are claiming to be a GCR-prep car.
I.e. You present a twin-plug car, someone protests it, you claim legality as
a GCR-prep car. Better not be anything else on it that is GCR-Illegal, or
anything missing that is GCR-required, even if allowed under the Solo rules.
I'm reading into that, Comp Board permitted the twin-plug heads. Solo Board
is not bound by that, other than through the GCR-legal option.
