If you feel that way about it, propose a "no trailer" rule.
The intent of the class is what the rule book says, not what "some of us"
wish.

How does trailering a car prove that it is not driven regularly?

Could it be that the person takes time adjusting it for the event the day
before and doesn't want to drive it on the street in that condition?

Could it be that the person wants to carry more tools and supplies than the
car comfortably carries?
