For the Neon, it is the on off key thing 5 times. The ending code is 5 5. 5

For Mopar you don't need a separate code reader.

Turn the ignition key on without engaging the starter three times - the
third
time let it stay there. The engine light will go out briefly, and then
begine
to flash codes. There is even a code for "no faults found" (I forget what it
is though).  

After about three seconds it will begin the slowly flash engine fault codes,
which are listed in many Haynes and other books.

If there is more than one fault, there will be about a five second (longer)
pause between the flashes. Each code is usually three numbers, like 2-3-1
p
 a   u   s   e   1-5-3, etc.

Thus is true for most ChrCo cars.
