That's right. An ideal mixture is 14.7:1 at sea level, but no one has
perfected a carburetor that can deliver that at a wide range of engine
speeds. A little bit rich means a little less power and a lot longer engine
survival rate over a lean mixture.
I had the displeasure of tearing down a 1275cc Austin Healey Sprite
race engine that had a "Weber-Guru" mis-jet the carburetor. A genuine
meltdown. That could have been avoided it the racer had used an exhaust
temperature sensor and gauge as had been recommended.
