Sounds like that clicking is one of the horns trying to honk. If it were the horn rim assembly, you wouldn't even get a click. I believe that some units have an adjustment screw, but you may have to lift them out to the bench to do this. Alternatively, it could be the contacts to the horns, or a bad earth.
