Horn Repair

I haven't had my SIV out since last November (just started it up in the
garage each month to keep the oil circulating).  Now it's inspection time
and the horn doesn't work.  Just hear clicking when I press the horn rim.
The manual is not helpful.  How can I get them honking again?
