Ian,
It sounds like the carbs are getting clogged again and when you 1/2 choke it, 
the increase in vacume pulls enough extra fuel to make it run.
Tell Scott to get off those fresh new tanks I did for him and install them!  
Than send me the others and I'll make him a screemin deal on doing those.  :)
