Cross member drainage/Rust

Have any of you drilled a drain hole in the bottom of
your front cross member?  Mine seems to fill up with
radiator coolant (gee I wonder why) and the water just
sits in there.  It appears to be a little rusty on the
inside too. I am thinking of drilling a weep hole and
somehow sloshing POR 15 around in there.
