I had a problem with a clogged atmospheric vent in one of my carbs, it
took me forever to find the problem and the car ran like crap on one
carb.  The vent is in the carb body and allows atmospheric pressure
into the float bowl.  Can't remember where the hole comes out, but if
it is completely clogged it will prevent any fuel from getting into the
engine.

I'm not sure of the exact reason, but this is normal, though you should
only have to top off the oil every month or so under regular driving
conditions.  I think I heard somewhere that there's a vent that can be
blocked off that will reduce the problem.
