    I think what he might mean is a dual-filament bulb below, and a single 
filament above. Their purpose, of course, is as you stated: upper, 
directional and lower, stop/tail light.
    Of course, it goes without saying that the tail light is the DIM 
filament, and the stop light the BRIGHT one. (20 years experience in the 
auto parts business sometimes forces me to state the obvious, as many people 
are oblivious - no insult intended to anyone)
