Andy, I've brought two TRs into California, a TR4A from Canada and a TR6 from Washington. While both were smog exempt, I did have to have a one-time inspection at DMV for period emissions compliance. Mine both had all the original "49 State" emissions equipment still intact. I believe the outcome will depend on how knowledgeable or aggressive your inspector is.
