Andy,
Any car 1973 and earlier is exempt from emission testing. This is a good
thing, as in the PRC (People's Republic of California) it is not good enough
to just pass the "sniffer" test. You must also pass a "visual" test where
they check to make sure that all your stock equipment is present and hooked
up. That is why a Weber setup, no matter how clean the emissions, will not
pass. Of course, if you have a post-73 car, you can always do what the "Fast
and the Furious" crowd do, and find a mechanic friend (or someone who will
take a bit of $$ on the side) who will hook up someone else's car and
certify yours as legal. Bottom line is - your 1968 cars don't get emission
tested.
