William,
IIRC this vent started in 73, and is related to emission control.
It vents fumes from the carb/float to the charcoal canister.
Like you, I had a helluva time adjusting timing, idle speed and
happened on this as the culprit.  So, being a good shade tree
mechanic, I removed it.  The idle adjustment now works wonderfully.
