Amateur approach:

Solution...Mmmmm...Thoroughly brush....with a wire brush...then use
Naval Jelly..."clean the metal", then paint with a zinc based boat
trailer paint...you can get it in spray cans.

The pro approach:

Disassemble the seat frame...Bead blast with extra fine, .0003-.001,
glass media. Don't have a bead blaster? So what! Look in your local
yellow pages for machine shops...Briefly, and I do mean briefly! Explain
to them that you have a rusty part that needs to be bead blasted with a
"fine" media so that you can have it chromated. Let them know that you
would be very grateful if you could use their bead blaster for a few
minutes! Be cordial and respond accordingly to any questions or
comments, otherwise be quiet! For gods sake don't ask them what kind of
media they have in their cabinet! If you arrive and it feels like sand,
simply bow out gracefully! Go home and call another shop! 

When finished ask them who in the area does anodizing, and, or,
chromating. More than likely, if you have done your job right, and spent
a little time with the shop owner "talking shop & cars" he will call
ahead to the plating outfit and you will get an all-around deal on your
seat frame reconditioning.

I've removed the seats and seat rails on my TR250. 

The bottoms of the seat rails are rusty. I guess they are galvanized or
zinc plated or whatever? 

Can I paint the bottoms with something or what? Suggestions?
