The "Autobooks" "TR5 & TR6" manual (Kenneth Ball-Autopress Ltd. #826
c1975), shows just such a tool on pg. 124 (fig. 12:8).
The working end is a 1/2" wide blade with a hook formed at the end (1/8"
radius with a bout 1/4" return - not quite a 180 degree bend maybe 160
degrees).  The blade material  is specified as 16 gauge. It is shown to
be 7" long, with a loop formed at the end to pull on. I am not sure why
it would need to be this long for the window seals, but there may be
other uses that require this length.
I seem to recall seeing the same illustration in one of the Moss
catalogs.
