Maybe it's another one of those items that were applied to some but not
all? I have seen 250s that have them that had not been modified by the
owner

As an owner of a TR250, I can categorically state that they did not come
with finger pulls. I can't speak to the '69 TR6.
For reference see Piggott book, TRF catalog, etc.
