Walt---Spring spacers will work in propping up tired springs. Some trial
and error is needed here to determine how thick of a spacer is needed,
to get the wheel camber to where you want it.
I'd recommend doing the suspension bushings first, as this will
influence how the car sits, if they were also tired.
Putting in new springs is no guarantee that the original camber will
return, but it could be your best shot. There is a very good chart made
by Brian Lanaway that will help here, if changes in the trailing arm
bracket(s) becomes necessary. Not a big deal if you like doing this sort
of thing.
Some owners with old, lever shocks have found new life in adding heavier
oil. You can try this before giving up on them, as it doesn't take long
to do. There are a few choices in converting to tube shocks. Since I
haven't tried any of them, I can't comment.
