Here are some things to check.  It sounds like air is getting into the
system somewhere.  Assume everything is wrong.  Check the hoses from the
valve cover to the carbs to the canister.  Make sure they are tight.

Check the vacuum hoses from the carbs, or intake,  to the Spark Retard.
Check the hoses to the anti-run-on valve, also check the wiring hook ups at
the oil pressure sending unit.  May need to switch them.

Check the intake gasket with WD40 while running.  Check for a blocked
charcoal canister.  Check air filters.  Check valve adjustments and timing.

The most obvious issue is air getting into the system.  You just have to
keep looking until you find out where.  That new intake gasket could have
already burned through someplace.
