All of them are probably fine.  The resistance is added to reduce radio
interference, and has no real effect on performance.

Certainly doesn't sound right.

This isn't quite right.  The whistle does NOT indicate TDC, rather it
indicates the piston is coming up towards TDC on the compression stroke.  So
after you hear the whistle, you should continue turning the engine until the
timing marks line up, to get the specified few degrees before TDC.  That
position is where the points should just barely have _opened_.

Rotor position is only a gross check, to see that the gears are engaged
properly.  To set the timing, you have to measure where the points open.
And since the spark jumps while the points are still too close to see the
gap, you'll need a light or meter of some sort to check when they open.
