Bob, I assume since you could see there ws no fuel in the filter that it is 
one of those glass in-line ones? The fact that it is empty does not rule it 
out as the cause of your problem.  I've had this same symptom and cleaning 
out the previously empty fuel filter fixed it.

If you do go with the electric, which it seems you are, I would suggest a 
fuel filter in front of it - Those little Facet pumps do not seem to like 
impurities in the gas. HTH.
