I'll second what Dave said : if your dashpots leak that fast, then whoever
"rebuilt" your carbs did not replace the seals in the bottom.

Of course what you are seeing as "1/2 full" may be normal level ... they
only need enough oil to feel the resistance before the plunger seats when
you drop it back in.  Any excess will quickly get sucked into the engine.

But dry dampers can certainly lead to backfiring, especially when cold.
