I personally would leave it off until I could have it re-chromed.

But if you're determined to paint it and use it in the meantime, you may
want to consider some Hammerite.  It has a nice, tough, industrial finish
that looks baked on and might give the rack a nice look.  I think it might
also conceal imperfections of the rack surface itself.  See it first before
you use it though -- just to make sure you like it.  I've used the stuff on
my radio case and wiper motor and think the stuff looks great, IMHO.  Your
mileage may vary.
