That's correct.  The inner fenders, valance, etc are different and must be
changed.  By the way, just out of curiosity,  what was the difference, if
any, between the TR4A and TR250 front sheetmetal?

        Greg,

        The only difference between the TR250 and the TR4/4A was in the
frame 
        mounting for the 6 cylinder engine.  Other than that the body panels
are all 
        the same.

        So that should clear up the 6 cylinder clearance issue.  If I'm not
mistaken 
        he will have to change the entire front clip and not just the
fenders.
