when you remove the starter, can you see and evual the overall
condition of the "ring gear". i think it should be quickly apparent 
if those gears are shot. i think the corners will be very rounded off.

it sounds as if you had better check the starter itself and make sure 
a function didn't go out on it (my rebuilt did 3 mos after initial
purchase)..I had the same indications, i greased, removed, tinkered
with, and thought the bendix wasn't being "thrown far enough" to
engage the ring gear...my .02 worth...
